The Planning and Land Services Group is responsible for supporting the delivery of services and infrastructure that will help build thriving environments and communities across our state and includes Land Use Victoria.
Land Use Victoria provides whole of Victorian Government leadership on land information, policy, assessment, and advice, enabling government to use its land more strategically and maximise public value.
It also manages the government's program for land administration and property information by providing innovative solutions for authoritative, comprehensive, and easily accessible services in land registration, property information, valuation, land surveying and geographic naming, land data management services and spatial mapping services.
LRS is a large operational business engaged in the processing of land transactions, delivering functions under the Transfer of Land Act 1958, the Subdivision Act 1988, and a range of associated legislation.
LRS also provides title search and property certificate services, delivered through a private provider, Secure Electronic Registries Pty Ltd (SERV).
About the Role The Senior Manager Strategic Business Services will lead flexible concession and data governance and customer service teams to effectively manage and support commercialised land registry functions, data product approval strategies, and engagement with customers and stakeholders.
The role provides strong leadership in improving commercial outcomes and effectiveness to ensure the $2.86 billion, 40-year Operating Concession Deed (OCD) between the State of Victoria and the private operator, SERV Pty Ltd delivers on the objectives of commercialisation.
Develop, implement and oversee the continual improvement of frameworks, policies, procedures and processes to govern commercialisation arrangements and data governance.
Work proactively with the private operator, government stakeholders, governance forums, consultants and staff to continue the effective delivery of commercialisation objectives.
Establish and maintain long-term industry relationships across a related range of disciplines and activities.
Identify and co-ordinate processes to ensure the integrity and security of the land register is maintained.
Identify emerging issues, risk and trends to proactively manage the effective delivery of the requirements of the OCD.
Ensure robust compliance and evaluation strategies are in place for all contract administration functions.
Practice cultural safety by creating environments, relationships, and systems where people can feel safe, valued, and able to participate.
Key Selection Criteria To be successful in this role, the ideal candidate will have a strong understanding of government, preferably in the land administration or property sector, with proven experience in managing and delivering complex, high-value programs within multi-stakeholder environments.
They must be proficient in complex project management and governance processes, providing guidance to stakeholders to mitigate risks, resolve issues, and recommend clear paths forward while monitoring performance against project goals.
Qualifications and Experience Sophisticated understanding of government and demonstrated experience in the management and successful delivery of complex programs in a multi-stakeholder environment.
Relevant tertiary qualification or equivalent experience.
