Organisation: Department of Transport and Planning Occupation: Planning Reference: 5159 About the Role Fixed Term Opportunity until the 31st of December 2025 Join the Waterways team as the Senior Planner – Waterways (Birrarung) and take the lead in advancing key initiatives for Burndap Birrarung, burndap umarkoo (the Yarra Strategic Plan).
You'll also contribute to the exciting work on the Rivers of the Barwon and Waterways of the West Action Plans.
This role is perfect for a motivated individual with experience in statutory and strategic planning, project delivery, collaborating with Traditional Owner groups, stakeholder management, and governance.
Lead the finalisation of a planning scheme amendment to implement Burndap Birrarung, burndap umarkoo into planning policy.
Contribute to the delivery of planning guidance to support the administration of planning controls and policy for the protection of the Birrarung, and waterways more broadly.
Prepare an implementation plan for outstanding actions relating to the planning implementation for Birrarung, Rivers of the Barwon (Barre Warre Yulluk) and Waterways of the West and progress these actions, where possible.
Participate in Burndap Birrarung, burndap umarkoo governance, including attendance at the Yarra Collaboration Committee and Birrarung Council meetings where relevant.
Establish internal procedures within DTP to identify and assess planning scheme amendments and planning permit applications affecting Yarra River land, under the Yarra River Protection (Wilip-gin Birrarung murron) Act 2017.
Engage with the Traditional Owners of the Birrarung, Waterways of the West and Rivers of the Barwon (Barre Warre Yulluk) to understand and support their self-determined participation, to the extent possible.
Pro-actively liaise with stakeholders, including councils, other government departments, and agencies to achieve project outcomes.
Prepare reports, briefs, and correspondence on planning issues that demonstrate a detailed understanding of the policy, statutory and political context.
Provide timely and accurate advice to the Minister for Planning, managers and executive, and other stakeholders on planning issues, opportunities, and solutions.
Contribute planning expertise to major projects and other government initiatives or programs, as required.
Work flexibly and collaboratively across the business to deliver business unit, group and departmental priorities and initiatives as required.
Practice cultural safety by creating environments, relationships, and systems free from racism and discrimination so that people can feel safe, valued, and able to participate.
Key Selection Criteria – Summary The ideal candidate excels in policy design and development, formulating and communicating clear policy options and recommendations, with a strong narrative that addresses strategic plans and community needs.
They are skilled in project delivery, defining tasks, guiding teams, and monitoring progress to achieve outcomes while being recognized as a thought leader in project management.
They demonstrate critical thinking and problem-solving, interpreting legislation, analysing options, and seeking additional information as needed.
In stakeholder management, they add value, connect stakeholders with relevant areas, monitor satisfaction, and proactively resolve issues with minimal guidance.
Qualifications and Experience Mandatory A relevant qualification in Urban Planning, Environment, or Social Sciences is required.
Demonstrated experience in delivering complex land use planning projects and policy development is required.
Understands the statutory implications when creating new planning policy and provisions.
A working knowledge of the Victoria Planning Provisions and the Planning and Environment Act 1987 is required.
A general understanding of water and catchment management.
