The Dairy Nutrient Management Program (DNMP) , a program within the Agricultural Environmental Services Division, provides the Washington State dairy, livestock, and related industries with education and technical training to help them comply with nutrient management regulations.
DNMP supports nutrient management by offering training events, providing technical assistance to producers, and carrying out inspections, investigations, and enforcement for some livestock operations.
Our program's mission is to promote good nutrient management that protects public health, the environment, and sustains agricultural viability in Washington.
The DNMP GIS Analyst (Cartographer 3) develops Geographic Information System (GIS) databases, processes, and tools to support the needs of the program.
The GIS Analyst also maintains existing and new GIS services and conducts research on new and emerging technologies related to field data collection and data management.
Finally, the GIS Analyst is responsible for providing training materials and assisting field staff statewide on the use of GIS tools and databases, troubleshooting issues virtually.
As a non-permanent appointment through June 30, 2025, DNMP aims to hire a proficient user of ESRI Arc GIS Pro and Arc GIS Online to use out-of-the-box tools and innovative ideas to develop, maintain, and provide initial support for key GIS field processes.
The ideal candidate would be ready to jump into these activities to build program capacity as well as possess a personal goal of developing their portfolio as a GIS professional.
Position and Salary Information The Washington State Department of Agriculture is recruiting a full-time non-permanent DNMP GIS Analyst.
This position is approved for a home duty station located anywhere in Washington State and is not union represented.
Some of what you will enjoy doing will include: Develop viewable, editable, and field accessible GIS systems using tools available through ESRI for logging spatial data through field activities including water and soil monitoring, site inspections, remote data sensing, and other processes.
Develop a standardized mapping template for GIS lay-users to create high-quality printed maps, accessible through Arc GIS Online or other low-cost web applications.
Integrate and maintain existing GIS systems to unify and streamline data management processes between ESRI applications, Microsoft Share Point, Microsoft Power BI, and custom web applications.
Recommend and identify database requirements from Program staff to develop updated GIS systems and tools.
Create streamlined and automated field data collection forms, robust analysis tools, and simple reporting platforms.
Design, QA/QC and publish to users' forms needed for various field assessments, surveys, and inspection purposes.
Conduct research and support development into new and emerging technologies related to both data collection and data management.
Maintain and perform complex spatial statistics and analysis on datasets.
Independently perform data acquisition and manipulation of external datasets.
Use Python, HTML, and Arcade programming languages as well as Arc Pro model builder to create automation tasks that aid in the synthesizing and reporting of survey efforts and data requests.
Research, edit, and maintain database metadata documentation and ensure adherence to Arc GIS online databases.
Work with deployed field staff statewide to train on how to utilize field data collection software and hardware.
Provide training and troubleshooting assistance virtually or with limited travel throughout the state of Washington in support of field operations.
Develop digital help documentation to be utilized by both internal field, supervisor, and management level users to aid in the use of customized mobile and web mapping applications.
Required Qualifications: A Bachelor's degree in cartography, geography, photogrammetry, geographic information systems, computer sciences, remote sensing, land survey, civil engineering, natural resources or closely related field that includes at least one course in cartography and one course in computer sciences or geographic information systems.
One year of professional cartographic or geographic information systems production experience.
A Master's degree with major study in cartography will substitute for the required experience.
One college-level course in cartography and one college-level course in either computer sciences or geographic information systems.
OR One college-level course in cartography and one college-level course in either computer sciences or geographic information systems AND any combination of four years of related undergraduate college education and full-time experience in technical cartographic or geographic information systems production will substitute for the Bachelor's degree.
Preferred/Desired Qualifications: 1-3 years of experience with ESRI Arc Pro and Arc GIS Online with proficiency in feature service data management, field maps, survey 123, and story map creation and editing.
Experience with writing custom Arc GIS-based Python scripts or Model Builder.
An interest and experience with natural resources and agriculture.
Experience with web and mobile data applications editing using Javascript and Python.
