IT Business Analyst, Supervisor This is a permanent position with the flexibility to work from home.
This position is eligible for a 5% monthly pay increase in accordance with WAC 357-01-317 .
The Center for Innovative Solutions and Program Excellence (CISPE) is one of seven key centers in the Executive Office of Innovation & Technology (OIT).
We're the team that supports Innovation, Project Management, Continuous Improvement, Change Management, and IT Business Analysis.
IT Business Analysis serves as the link between IT and agency programs.
We connect the needs of the business with IT solutions by gathering, documenting, and analyzing requirements while ensuring quality through IT testing.
What You Will Do: As the IT Business Analyst Supervisor, you'll lead a dynamic team of IT Business Analysts, ensuring top-notch business analysis and quality assurance for our enterprise-wide applications and tools.
You'll leverage your expertise to tackle the most complex technical assignments, from analyzing and documenting new technologies to guiding your team through intricate issues.
Your role will involve coaching and mentoring staff, aligning their work with our agency's strategic goals, and maintaining high standards in business requirements and testing.
In this position, you'll drive the success of our IT initiatives by integrating feedback from multiple divisions and external partners.
You'll represent the agency on key committees and initiatives, ensuring our IT solutions meet the highest standards of quality and accuracy.
Your leadership will ensure that our systems support the Department of Health's mission to protect and improve the health of people in Washington State, through effective business analysis and quality assurance practices.
Expectations and Responsibilities: Lead and conduct complex business and technical analysis, ensuring requirements are accurately documented and aligned with business needs.
Develop methods and processes for new technologies and cloud environments, ensuring department-wide support.
Collaborate with technical staff to design user interfaces, ensure system modifications, and perform data analysis using ERD.
Guide the team in cost/benefit analysis, acceptance criteria definition, and provide expert-level guidance on standard processes and tools.
Provide senior leadership and strategic direction to the IT team.
Represent the agency in various committees and multi-agency initiatives.
Develop IT policies, standards, and practices, and lead high-risk projects.
Mentor staff, manage performance expectations, and handle staff development and conflicts.
Supervise and manage IT professionals, including performance evaluations, workload management, and staff training.
Develop and implement comprehensive test plans, cases, and schedules.
Maintain high testing standards to ensure software accuracy and quality.
Oversee testing strategies, validate requirements, and lead defect tracking and resolution.
Collaborate with technical staff to design testing processes and ensure adherence to testing standards.
Oversee project schedules, deadlines, and team productivity.
Coordinate system configuration, implementation, and training for new releases.
Participate in routine maintenance and manage service requests to improve system performance.

Attending events or working in-office is rarely required and would be scheduled in advance.
This is a remote/home-based position available to applicants residing anywhere in Washington State, as well as those living near the Oregon/Washington border and the Idaho/Washington border.
What We're Looking for – Required Qualifications: To be considered for this role, your IT experience should come from full-time professional employment.
You must meet one of the required qualification options and any additional qualifications included in the required qualifications section.
Additional experience may substitute for education on a year-for-year basis.
Option 1: Eleven (11) years of progressive IT experience in business analysis, testing, or systems development, including: Option 2: An Associate's degree or higher and nine (9) years of progressive IT experience in business analysis, testing, or systems development.
Option 3: A Bachelor's degree or higher and seven (7) years of progressive IT experience in business analysis, testing, or systems development.
Additional Qualifications: Experience in software development processes, including eliciting user requirements, analyzing and documenting business needs, processes, workflows, and creating functional use cases and business rules.
Experience preparing technical documentation such as system diagrams, use cases, test cases, and user manuals.
Experience translating complex technical issues into clear concepts for staff, management, and the public.
Preferred Qualifications: Bachelor's degree in Computer Science or closely related fields such as Management Information Systems, Information Technology, or Informatics.
Experience working with Agile or other iterative development methodologies.
Two (2) years SQL Management Studio tools or equivalent.
Two (2) years of Software Testing.
One (1) year of software training experience.
Professional certification in business analysis.
Experience with Lean practices.
