Job Title: Legal Liaison Program Specialist 3 Location: This recruitment will be used to fill two (2) positions.
These positions are hybrid with required in-office duties in our Goldendale (Region 2) and Port Townsend (Region 6) office locations, and some travel throughout the regions.
Occasional statewide travel may be required.
Closes: Monday, September 30th, 2024 Salary: $4,740 - $6,384 Monthly We are looking for two individuals with superb critical thinking and legal support skills to join our team.
This position is within the Administrative Services Division, within the Program, Field & Tribal Legal Supports Office.
The Opportunity: The Legal Liaison Program Specialist holds significant importance within the Program, Field & Tribal Legal Supports Office.
This position assists with preparation of child abuse and neglect court cases, enhancing court experiences and court relations for caseworkers and attorney-client connections with the Attorney General's Office (AGO).
Additionally, the Legal Liaison Program Specialist will facilitate fingerprinting services in their regular office, or other DCYF offices as assigned, to expedite background checks.
Some of what you will get to do: Assist Legal Liaisons in facilitating and coordinating legal support for Child Welfare Field Operations caseworkers and other staff.
Provide support in collaborating closely with DCYF IT, Office of Innovation, Alignment, and Accountability, and Enterprise Risk Management Office to establish and implement the agency's compliance with policy, standards, and best practices for legal support.
Assist Legal Liaisons and other higher-level DCYF staff in the development of comprehensive regional court support systems aligned with agency-wide legal court support strategies and legal support processes that provide effective resource allocation and management of individual child welfare cases.
Collaborate with Legal Liaisons to coordinate and communicate with legal counsel at both the agency-wide programmatic and regional levels.
Fingerprint background check applicants by capturing their fingerprints electronically using live scan equipment and transmitting them through the agency's electronic fingerprint vendor's system.
Contribute to the identification of ideas and recommendations for training, policy, and programmatic changes aimed at enhancing dependency case preparation and addressing other legal matters in the field/program.
Manage electronic and hard copies of child welfare case information and records pursuant to department retention schedule requirements.
Ensure accurate information is entered into child welfare reports and systems.
Assist in the development of forms, reports and processes.
Maintain quality assurance of these department child welfare reports and systems.
Inform management of potential conflicts before or as problems occur and recommend alternative and immediate solutions to eliminate or reduce risk.
Required Qualifications: Equivalent with education and experience totaling four (4) years of planning, policy analysis, coordination and consultation with a variety of public and private agencies, organization, and/or levels of government.
OR Bachelor's degree in business administration, public administration, law, public health, health administration, or a related field AND two years of experience including planning, policy analysis, coordination and consultation with a variety of public and private agencies, organizations, and/or levels of government.
In addition to those required qualifications, our ideal applicant will also have some or all of the following: Bachelor's degree in paralegal studies, legal studies, or a related field is preferred, or an associate degree or a certificate in paralegal studies combined with relevant experience.
Certification in Certified Paralegal (CP) through the National Association of Legal Assistants (NALA) or the Paralegal Advanced Competency Exam (PACE).
Previous experience working as a paralegal or in a legal support role is highly desired.
Demonstrated proficiency in using legal software and case management systems.
Demonstrated strong computer skills, including proficiency in Microsoft Office Suite and document management systems.
Demonstrated ability to quickly learn new software and technologies relevant to child welfare and the legal field.
Demonstrated ability to draft legal documents, correspondence, and reports with accuracy and attention to detail.
Demonstrated strong organizational skills and the ability to manage multiple tasks and deadlines efficiently.
Demonstrated strong understanding of child welfare court filing procedures and requirements.
