About the National Offshore Petroleum Titles Administrator (NOPTA) There are three advertised positions: Two in the Legislative Support Team (LST) and one in the Regulatory Support Team (RST) of the National Offshore Petroleum Titles Administrator (NOPTA) and the Offshore Infrastructure Registrar (the Registrar).
The RST position and one of the LST positions have team management responsibilities.
The second LST position is in support of the team manager.
NOPTA is responsible for the day-to-day administration of petroleum and greenhouse gas titles in Commonwealth waters in Australia.
NOPTA is the first point of contact for matters relating to offshore titles administration.
The Registrar administers licences for offshore renewable energy projects, including transmission and related infrastructure in Australian Commonwealth waters.
Staff supporting the Registrar are located within NOPTA.
About the Legislative Support Team and the Regulatory Support Team The Legislative Support Team (LST) has been established to meet our needs in liaising with the Commonwealth Department of Industry, Science and Resources (DISR) and the Department of Climate Change, Energy, the Environment and Water (DECCEW) legal services branches.
It is frequently the case that we need to engage on a range of legal complexities and questions arising for the application and interpretation of the Offshore Petroleum and Greenhouse Gas Storage Act 2006 (OPGGS Act) and Offshore Electricity Infrastructure Act 2021 and the respective regulations.
Other legislation affecting activities in Australia's offshore often arise, requiring advice that is often outside our direct mandate.
The liaising not only includes legal branches but extends to the policy areas covering NOPTA's petroleum, greenhouse gas storage and offshore infrastructure industries and the national regulator; NOPSEMA.
LST also manages, with DISR, all Freedom of Information applications.
The Regulatory Support Team (RST) works alongside the LST and supports NOPTA's operations through collaboration with the DISR's Offshore Resources Branch and Offshore Strategy Branch.
The RST prepares submissions and input into various policy and legislative change, and reviews and develops procedures, guidelines and fact sheets that affect the operations of NOPTA in its titles administration functions.

The positions will be based in the Perth or Melbourne office, although a remote engagement from Canberra or other locations within Australia may be considered.

To be considered for this role, you will have skills and experience in line with the APSC Work level standards for an Executive Level 2 position, and be able to demonstrate the following: The ability to identify and find practical solutions to complex issues and produce a range of documents to navigate challenging situations.
Experience working within and providing expert advice on, established legislative and policy frameworks.
The ability to work with a level of independence, under broad direction, with a concurrent need to resolve issues and deliver quality outcomes.
The ability to focus on research, analysis and judgement to manage complex legal or regulatory issues.
Proven ability to engage and collaborate with key stakeholders to identify opportunities, achieve outcomes and facilitate cooperation.
Strong interpersonal and communication skills (both oral and written).
Proven experience in creating productive and collaborative relationships.
For the manager roles - Very good initiative and leadership skills, with experience in building a positive team and workplace culture, whilst managing staff to deliver complex projects within set timeframes.
The successful candidates will have experience working within a regulator/administrator, administering legislation and will hold a tertiary qualification in a relevant discipline (or be able to demonstrate commensurate qualifications/experience).
A Bachelor of Laws and experience within the oil and gas sector and/or offshore electricity sector are highly desirable.

The key duties of the position include: Manager - Legislative Support Team (EL2) Lead and manage the Legislative Support Team.
Create productive and collaborative relationships with DISR and DCCEEW legal branches.
Management of NOPTA and the Registrar legal requests and review of legal responses.
Draft legal requests on complex legal matters arising under the legislation administered by the branch, including administrative law matters, compliance and enforcement issues, and freedom of information.
Manage the implementation of legal advice, working with the operational areas of NOPTA and the Registrar, and the Regulatory Support Team.
Oversee the maintaining of the NOPTA library of legal advice.
Oversee the coordination of NOPTA responses to FOI requests.
Work with the Regulatory Support Team manager to provide input to the review of legislation and legislative drafting instructions.
Work with the Regulatory Support Team manager to provide comment on legislative drafts.
Manager - Regulatory Support Team (EL2) Lead and manage the Regulatory Support Team.
Manage the coordination of NOPTA's input to DISR's policy work on OPGGS Act related matters.
Develop papers, submissions and reports on titles administration legislative matters.
Manage the coordination of NOPTA's input to DISR led legislative reforms.
Work with the Legislative Support Team manager to provide input to the review of legislation and legislative drafting instructions.
Work with the Legislative Support Team manager to provide comment on legislative drafts.
Work with Legislative Support Team manager to implement legal advice.
Oversee the development and/or review of external guidance materials, website materials and internal procedures relating to the OPGSG Act.
Work closely with managers within NOPTA and Legislative Support Team on regulatory support matters.
Legislative Support Specialist - Legislative Support Team (EL2) Assist the Legislative Support Team manager to lead and manage the Legislative Support Team and workflows.
Draft legal requests and review legal advice on complex legal matters arising under the legislation administered by the branch, including administrative law matters, compliance and enforcement issues, and freedom of information.
Collaborate with staff within the Regulatory Support Team (and NOPTA and the Registrar more broadly) to help implement legal advice.
Maintain the NOPTA library of legal advice.
Work with staff within the Legislative Support Team, NOPTA and the Registrar to coordinate responses to FOI requests.
Assist the Regulatory Support Team by providing input to the review of legislation and legislative drafting instructions.
Assist the Regulatory Support Team by providing comment on legislative drafts.
Develop and deliver training on legislative matters including administrative law, compliance and enforcement.
