Manager – Operational Design & Costings Salary Range: $157,356 - $180,115 (Plus Superannuation) Tenure: Fixed Term to 26 September 2025 Usual hours of work: Full Time (flexibility may be available) Usual work location: 121 Exhibition St Melbourne (flexibility may be available) The Role Are you passionate about shaping the future of the Apprenticeship and Traineeship sector? We are seeking a dynamic and experienced regulatory reform professional to lead the operational design of new regulatory settings who can also lead business case development.
This project is genuinely transformative and will improve the safety and quality outcomes for apprentices and trainees right across Victoria.
In this pivotal role, you will spearhead operational design and costing projects that will enhance Victoria's regulatory powers and capabilities to ensure apprentices and trainees are equipped with the skills they need to thrive in today's competitive landscape.
As a leader within a dedicated project team, you will drive the design of operational arrangements including new agency roles and capabilities, back of house enabling services, operational policies and procedures and other activities to stand up the new regulatory settings.
You will also lead business case development work to seek funding to implement the new regulatory settings and ensure it has the resourcing it needs to do its job well.
Your work will play a crucial role in supporting apprentices and trainees, ensuring their experiences are of the highest quality.
You will collaborate closely with various stakeholders to implement the recommendations from the Apprenticeship Taskforce's Final Report, which outlines key reforms needed to modernise the sector.
This role offers a unique opportunity to lead significant reforms that will shape the experiences of apprentices and trainees who are key to Victoria's industries of the future.
We are seeking a seasoned professional with a strong background in regulatory operations and business case development, who can deliver high-quality outcomes within project timelines.

Accountabilities include: Lead the business case and costings work associated with implementation of the Apprenticeship Taskforce recommendations.
Manage and oversee project work including the planning, implementation and delivery of a range of regulatory reform activities.
Proactively identify and act on emerging risks, issues, and opportunities to deliver project outcomes.
Support the Project Director in their management and coordination of inter-departmental governance and executives to achieve strategic alignment.
The Team The position of Manager – Operational Design and Costings forms a part of the Strategic Skills Projects Branch within the Skills and Employment Group.
The Strategic Skills Projects Branch (SSP) responds to key skills and employment priorities and election commitments delivering key strategic cross cutting projects through agile project teams.
Projects include, leading the government response and implementation of the recommendations from the Apprenticeships Taskforce and development of the business case and implementation plan for the creation of the SEC Centre of Training Excellence (SEC Co TE), paving the way for its establishment.
About You To be successful in this role, you will have: Deep knowledge and experience in regulatory and operational policy design.
Skills in the formulation of costings and business cases.
Problem solving and project management nous.
