About the Role This is a Fixed Term Position until August 2025 The work location can either be Ballarat or Geelong depending on preference.
This role is responsible for leading and motivating a team of ## staff in the delivery of the region's statutory functions under the Planning and Environment Act (1987) and Road Management Act (2004), exercising delegated powers on behalf of the Head Transport for Victoria in the provision of Planning Permit referrals and consents for third party works on the Road Network.
This role will protect the network from inappropriate third-party development by leading and supporting a team of statutory planners so that they have the capacity, skills and systems to make timely, accurate and defensible decisions on behalf of Head TFV.
Applying their extensive experience in statutory/land use planning, this role will guide the team in complex statutory planning matters, drive consistency and best practice across the Transport Regions community of practice, and forge relationships with local government planning officers and other authorities across the area of responsibility.
Position Outcomes / Accountabilities Lead and motivate the team in the delivery of the region's statutory functions under the Planning and Environment Act (1987) and Road Management Act (2004).
Manage the team to ensure they have the capacity, skills and systems to make timely, accurate and defensible decisions on behalf of Head TFV.
Guide and support whole of transport responses to complex planning scheme amendments and planning permit referrals, consistent with the Transport Integration Act (2010).
Lead systems and process improvements by working with system owners to ensure streamlined workflow and timely and accurate responses to external customers.
Drive consistency and best practice in statutory planning by actively participating within the internal community of practice.
Work with internal and external partners to streamline approvals for large scale activities such as planned burns, utility provider and other works within the road reserve.
Lead the resolution of complex title boundaries changes, road declarations, and administrative re-zoning processes.
Support the team in VCAT/Planning Panels participation.
Support the Associate Director Transport Strategy with advice on statutory planning and external works matters as required.

Qualifications and Experience Mandatory A bachelor or post graduate degree in land use planning or related discipline is mandatory.
Desirable Extensive multiyear experience in statutory, strategic or land use planning including leading teams.
