Program Leader – Nuclear Powered Submarine Technical Base Strategy and Plans The key duties of the position include: The Role The acquisition of conventionally-armed, nuclear-powered submarines is a historic and transformative endeavour for Australia. The whole-of-nation effort to safely and securely deliver the cutting edge nuclear-powered submarine program will transform Australia's economic and national security landscape for decades to come. The position of Program Leader – Nuclear Powered Submarine Technical Base Strategy and Plans will work under broad guidance to manage large and highly complex programs enabling establishment of a new nuclear powered submarine technical support function in Australia. The position will apply engineering and scientific knowledge, and a comprehensive understanding of Defence and government processes, to deliver expert advice ensuring establishment of an Australian technical support capability against challenging delivery timelines. The role will lead a work team and be responsible for building the capacity and capability of the work unit. This will include exercise of people and financial responsibilities. The position will provide strategic direction to the work team, including development of business plans and strategies, as well as monitor workflow and performance. The delivery of strategies and plans to ensure establishment and operation of a nuclear powered submarine technical support capability in Australia, including program management, governance, assurance and reporting. Development, implementation and maintenance of appropriate program prioritisation and management processes in compliance with legislative frameworks, government decision making and Australian Submarine Agency guidelines and regulations. Identification and management of risks to the establishment and operation of an Australian technical support capability, in the context of related complex activities and issues. Oversight and preparation of written material including business cases, contributions to Cabinet submissions, Senate Estimate submissions, and internal briefs. Engagement and collaboration with AUKUS partners, including establishment of governance and assurance processes. Development and delivery of formal submissions to senior AUKUS forums. The application of scientific and engineering knowledge to maximise the use and transfer of technology, intellectual property and expertise to deliver program outcomes. Establishment of a team of specialists able to develop and deliver programs across diverse technical domains, and able to define and meet organisational development requirements within challenging timeframes. Our ideal candidate will bring the following attributes and skills to the role: A Bachelor degree in engineering or science appropriate to the scientific and technical duties of the office. Relevant areas of qualification include, but are not limited to, nuclear, electrical, mechanical, chemical and systems engineering, or a relevant science discipline including nuclear science, physics, mathematics and materials science. Post graduate qualifications in a related engineering or scientific discipline, or qualifications in public administration, strategic policy or a similar field, will be highly regarded. Technical and program development skill and judgement of a high order, together with the demonstrated ability to make mature assessments and decisions on the progress of engineering and technical programs. Experience with submarine systems will be an advantage. Demonstrated experience applying established principles, practices and procedures to develop strategies and governance processes in dynamic and rapidly evolving contexts. Demonstrated experience initiating, developing and managing international collaborative technical programs and collaborations. Strong written, oral communication and negotiation skills, with a demonstrated ability to communicate complex technical concepts. Experience delivering strategic advice to different stakeholders to inform decision-making, build common understanding, share knowledge, and maintain relationships. A proven track record of managing competing priorities and delivering multiple concurrent projects against challenging timelines. Demonstrated experience establishing and managing a diverse team delivering complex technical programs, including management of budgets, recruitment, staff development, and training.
