About the Role
The Senior Contract Manager - Rolling Stock Interface and Compliance sits within Rail Services and is responsible for managing all commercial issues associated with the rolling stock module under the Metropolitan Train Franchise and HCMT Public Private Partnership Agreement (PPP). The Franchisee and Project Co's will be monitored to ensure contractual obligations and deliverables are met within contractual timeframes and appropriately recorded for audit purposes. The role requires extensive experience with commercial and contract management methodologies and practices to manage major infrastructure projects on behalf of the State. The role will also support governance functions and reporting requirements, including serving on associated governance bodies.
With strong experience in contract administration and commercial negotiation with private sector partners, the role will be accountable for the preparation and delivery of project-related briefings to the Minister, Secretary, Steering Committees, and Executive teams (including attending briefing sessions). The incumbent will have primary accountability for finalising performance abatements and contractor claims, insurance claims, and overseeing all project-related operational expenditure, including setting annual budgets.
Contract Management:
Responds to all project correspondence, variations, modifications, formal contract notices, RFIs and EOTs, as well as assessed contractor claims and prepared appropriate responses. Track contract deliverables, generate operational budgets, manage financial reporting, establish issues registers, risk registers, and modification registers. Manage contractual interfaces with Metro Trains Melbourne, Evolution Rail, and Rail Projects Victoria.
Stakeholder Management:
Develops and maintains constructive relationships with key internal and external senior stakeholders and negotiates at senior levels to support contract management initiatives and identify and mitigate contractual risks. Leads the coordination of customer communications and the coordination of Customer Experience outcomes.
Commercial Acumen Management:
Leads the negotiation and resolution of commercial issues with contractors and stakeholders as they arise. Prepares detailed advice on complex commercial matters and/or politically sensitive matters for senior level decision making. Confidently negotiates modification cost and scope impacts to ensure value for money outcomes are achieved. Supports the development of new contractual interfaces with interfacing Big Build projects.
Maintenance and Operations Management:
Oversees the coordination of network disruptions with project partners, establishes and manages supplier arrangements for the provision of infrastructure free issue materials, and ongoing management supporting contractual and logistics arrangements for MTP readiness.
Promote and support safe, inclusive, and flexible team operations.
In line with Section 31A of the Public Administration Act 2004 (Vic), other duties may be assigned consistent with employment classification, skills, and capabilities.

Furthermore, they will exhibit leading influence and persuasion abilities by developing long-term plans to build stakeholder buy-in, effectively negotiating desired outcomes, and applying procurement strategy and management skills to inform decisions, mitigate risks, analyze spending trends, and ensure compliance with procurement policies.

Qualifications and Experience
Mandatory:
Tertiary degree in engineering, business, commerce, or law; or
Extensive experience managing public-private partnership contracts or other high-value high-risk contracts.
Experience in the transport or a regulated industry.
