The Senior Data Analyst will be responsible for providing analysis to the Early Childhood Education Digital Services team to ensure policy, legislative and business needs are identified and documented comprehensively for the development and enhancement of Early Childhood Education IT systems.
About the Department The department provides a wide range of learning and development support and services.
The department provides policy leadership, plans for the future of education in Victoria and leads key cross-sector collaboration.
The department plays an important system steward role by providing support, guidance, oversight and assurance across early childhood and school education systems, as well as directly providing school education and 50 new early learning centres.
About the Division The Information Management and Technology Division (IMTD) guides the Departments' digital capability and is leading digital transformation for the Department including Victorian government schools.
The division architects manage and support the largest technology network in Victoria, which has a user base of approximately 750,000 staff and students.
IMTD provides innovation and leadership in the transformation and management of the Department's digital capability through the implementation of solutions on the department's cloud environment (Iaa S), enterprise cloud platforms (Paa S) and software (Saa S), using agile practices with a focus on user experience, security, and integration.

This position sits in the Early Childhood Education Digital Services Branch.
A minimum requirement of 3 days a week in the DE office is required, plus a valid Working with Children Check (E).
About the Role The Senior Data Analyst will work closely with the Early Childhood Education Digital Services team, Policy Managers, Policy Officers, and IT technical specialists both within the Department and external vendors.
The implementation of the Kindergarten Attendance system will require the capture and management of a significant number of functional, technical and data requirements.
The analyst will require experience and proven abilities in business analysis techniques and outputs, with a strong data analysis capability, to be effective in delivering the required deliverables.
They will need to work closely with a wide range of stakeholders to gain a detailed understanding of the requirements from a business and policy perspective and manage stakeholder expectations.
They will be leading in the analysis of complex data integrations internal and external to the Department.
They will be expected to use a high level of knowledge and experience in blending traditional project principles and practices with a tailored Agile development approach to fit large, complex, business-critical projects with the appropriate level of planning and provide the right balance of agility and predictability.
Excellent stakeholder engagement is expected and will require active internal and external stakeholder management to build strong and effective relationships by demonstrating high professional standards and being able to engage business and technical stakeholders in conversations to achieve the desired outcomes.
Attributes The candidate will need to demonstrate expertise and experience in the following: Experience in working on complex data management projects Analysis of source system data, understanding of attributes, reference data and metadata and relating it back to functional requirements Experience in working with a range of business and technical stakeholders to develop and validate business requirements Prior success in major IT transformation projects as the data analyst Experience in complex data integrations and ETL processes Experience with the Azure and Mulesoft Proven experience working as a business analyst for complex products and services Strong workshop facilitation skills with both ability and willingness to respectfully but firmly push back on stakeholders if required to keep things to the scope and on track Experience in business systems requirements gathering, and analysis processes Strong stakeholder negotiation and influencing skills, including with senior-level stakeholders Experience in communicating effectively, both written and orally, to non-technical stakeholders and drafting documents that are of a high-quality for senior executives Experience in eliciting functional and non-functional requirements and documenting via User Stories and associated acceptance criteria Commercially sound with strong communication, negotiation and decision-making skills An understanding of user needs and a focus on the business outcomes and business value Excellent facilitation skills across varying business and IT areas Experience in collating requirements and driving them through the agile process Eliciting technical requirements using interviews, document analysis, requirements workshops, surveys, site visits, and business process descriptions and modelling Highly developed time management skills and the ability to prioritise workload Complete understanding of agile development methodologies, continuous integration, with short and frequent iterations, the use of showcases and retrospectives A self-starter and team-oriented with a high degree of competency with technical protocols and standards with an ability to adapt to start-up projects and existing architecture Self-motivated and confident in managing relationships with stakeholders at all levels Desirable Qualifications and Experience Tertiary qualification (ideally in Computer Science, Software Engineering, IT) Direct experience in the implementation of Master Data Management (MDM) systems One or more Agile Certifications, e.g.
