Our ideal candidates are skilled in enhancing the Unemployment Tax and Benefits (UTAB) system, through conducting user acceptance testing, consulting on operations and performance, and collaborating with stakeholders to design technology and business solutions.

This position involves conducting user acceptance testing to ensure the delivery of high-quality system functionality and provides consulting on operations and performance within UTAB.
Additionally, these positions call for strong communicators who can represent the agency in meetings and serve as a liaison between business stakeholders and technical staff.
The ideal candidates will be accountable for developing test conditions and test scripts, executing test scripts, evaluating test results, and reporting application deficiencies.
The Employment Security Department has 3 vacancies for User Acceptance Testers (MA3).
In this role, you will be responsible for participating in the enhancement of the Unemployment Tax and Benefits (UTAB) system with a focus on testing changes and corrections made to the UTAB system.
You will also relay information to keep UI Benefits Operations informed in addition to keeping yourself informed on UICS laws, policies, and procedures to continue to provide business benefit to the division.
Some of your duties may include: Execute tests that evaluate and ensure software quality that meets the needs of Unemployment Tax and Benefits (UTAB) business.
Approve changes to the UTAB system.
Perform manual testing of the UTAB system.
Serve as a subject matter expert in Unemployment Insurance laws, policy and process and make sure that test outcomes meet these requirements.
Verify the solution reflects UTAB business requirements communicated to the internal and vendor technical staff.
Inform and respond to questions from development teams.
Report application defects.
Report pass, fail, and error results to the project team.
Provide to the testing team as needed the "horizontal" view of business processes.
Provide advice in area of expertise of UTAB Business of UI intake and adjudication.
Respond to questions from business partners and log SQRs/RFIs when appropriate.
Create system and process documentation for the team and business partners.
Answer questions and walk others through the documentation and/or system changes.
Act as spokesperson and subject matter expert related to UI program needs.
Perform user acceptance testing.
Serve as a liaison between business stakeholders and technical staff to ensure business needs are clearly defined and understood.
Develop test conditions and test scripts.
Execute test scripts to test specific program functionality and or conduct systems testing of entire UTAB application.
Evaluate test results from a business perspective.
Identify and report application deficiencies.
Required: Five (5) years of *progressive experience conducting research and analyzing policies, laws, rules, or regulations, to include: Interpreting, analyzing, and applying rules, policies, and/or regulations.
Researching, analyzing, and identifying business or technology needs.
Facilitating changes in an organization business service.
Performing analysis of business processes and requirements.
Using quality improvement processes.
OR A combination of education and/or relevant *progressive experience totaling five (5) years.
Desired Experience or Competencies: Three (3) years of experience researching, analyzing, and identifying business or technology needs and experience facilitating changes in an organization business service.
One (1) year of experience and knowledge of Unemployment Insurance business requirements and processes.

Immediately report any Security event, incident, or breach in reporting.
Additional Requirement of Employment: Must be able to pass an Unemployment Insurance (UI) Claim & Benefit Information Review.
This position has access to federal tax information and therefore, per RCW 41.04.821 and the IRS publication 1075, is required to have a criminal history record check through the Washington State Patrol and the Federal Bureau of Investigation.
