The Opportunity: The WSDA Weights and Measures Program promotes marketplace equity in commercial transactions through testing and inspecting commercial devices, price verification, package inspection, public education, monitoring fuel quality, and investigating complaints.
In addition, maintains the standards for mass, volume, and length in order to provide reliable measurement services for government and industry.
The Weights and Measures Supervisor is responsible for enforcing state and federal laws and regulations to protect consumers and to promote market place fairness.
This position supervises other Weights & Measures Compliance Specialists and accompanies inspectors when dealing with difficult individuals or controversial regulatory actions.
Supervisor positions works directly with the Program Manager to set program goals, developing proactive enforcement strategies and implementing new processes.
This position provides high level technical assistance and provides expert advice to industry stakeholders and program staff. This position has been approved for a home duty station located in Washington State.
This position is expected to travel statewide regularly with up to five overnight stays.
This position is non-represented.
What to Expect Among the varied range of responsibilities held within this role, you/the Weights and Measures Supervisor will: Work directly with W&M Program Manager in setting program goals, developing enforcement strategies and implementing new processes.
Supervise, instruct and assign work to weights and measures compliance specialists in field, participate in personnel decisions involving field staff including recommendations for hiring, assignment, promotion and discipline.
Manage and set priorities for their assigned geographic area.
Review reports prepared by subordinates for completeness and for use in legal proceedings; evaluate statistics and reports on staff and program productivity.
Act as departmental expert in inspection and testing of weighing and measuring devices for accuracy, rechecks and tests scales, meters and other measuring devices where disputes arise, confiscates or condemns inaccurate devices, evaluates device audit trails for evidence of fraud.
Investigate consumer complaints of short weight, count, or volume; gathers evidence and presents complaints against violators; testifies as state witness; orders short-weight, short-measure of short-count merchandise off sale.
Travel to any area of state to provide training and assistance to field inspectors, licensees, device owners and other regulatory agencies.
Independently conduct the most complex inspections; accompany lower level inspectors when dealing with difficult individuals or controversial regulatory actions.
Develop new training based on the needs of weights and measures inspectors.
Who should apply? Professionals with: Three (3) years of experience as a weights and measures compliance specialist.
AND One (1) year of Supervisory or Lead work experience.
AND Four (4) years of experience in the design, inspection, maintenance, repair and/or installation of weighing or measuring devices with an Associate's degree or higher with major course work in mathematics, chemistry, physics, engineering, electronics, criminal justice, business administration or allied fields.
Education may substitute for the required experience on a ratio of one year of college education being equivalent to six months of experience.
AND Successful completion of National Conference on Weights and Measures professional certification exams appropriate to the inspections conducted by the program.
Note: A valid license to operate a motor vehicle is required.
Positions in this class may require a Commercial Drivers' License (CDL).
In addition to the above qualifications, the following knowledge, skills, and abilities will make a candidate highly desirable: Bachelors Degree or equivalent experience in the following: Mathematics, statistics, engineering, chemistry, physics, criminal justice, public administration or allied fields.
Experience installing, repairing or calibrating scales and meter.
