The Housing Division (HD) partners with local governments, Tribes, housing authorities, nonprofits, and other organizations to develop and preserve affordable housing, promote individual and family self-sufficiency, and reduce adult and youth homelessness.
This position works in the Homelessness Assistance Unit (HAU).
The Unit administers state and federal pass-through funds for homeless housing assistance statewide via grants to local governments and nonprofits, ensuring a demonstrated standard of service delivery, managing all associated planning, reporting, and compliance duties.
HAU administers the state landlord mitigation programs, leads the collaborative application for the balance of state continuum of care programs, and oversees the annual homeless point-in-time count and associated federal reporting.
This position is the Balance of State (Bo S) Continuum of Care (Co C) Manager for the Homelessness Assistance Unit (HAU) and reports directly to the Federal Programs Manager.
The Continuum of Care Manager is responsible for all administrative operations of the Balance of State Continuum of Care program including responding to Notices of Funding Opportunities, the annual homeless point-in-time count coordination, and associated Balance of State Continuum of Care reporting.

Duties: Act as the recognized subject matter expert.
Represent and speak on behalf of the agency in regard to Federal Team Balance of State Continuum of Care program area(s).
Provide consultative assistance to other recognized experts and agency executive management.
Present advanced technical program information to other agencies, governments, or private entities.
Interpret authorizing guidance and develop policy and structure for Balance of State Continuum of Care administration needed to comply with 24 CFR 578.5(b).
Collaborate on applications for funding with the Dept.
of Housing and Urban Development on behalf of Balance of State Continuum of Care.
Develop and oversee administrative structure, procedures, and practices for application, including, but not limited to: individual project and consolidated applications, conducting project review, and scoring and ranking projects.
Direct technical assistance to Balance of State counties to respond to funding opportunities.
Provide consultation to program staff on actions, techniques, and/or approaches to assist grantees needing technical assistance.
Oversee HMIS and related data collection and analysis for report development and submission.
Oversee an active Balance of State Continuum of Care organizational structure and conduct regular meetings in an open process.
Develop and manage Balance of State Continuum of Care goals and objectives.
Establish biennial goals, projects, and/or areas of emphasis.
Develop biennial work plans, including staffing or other resource needs and deploy staff to accomplish the tasks required.
Work collaboratively with other HAU and HD teams to develop and implement systems to measure the achievement and effectiveness of program goals and projects.
Represent HAU, as assigned, on task forces, committees, or work groups relevant to the program.
Respond to requests for information or assistance from grantees, the public, local and state governments.
Develop and manage program budget and spending plans.
Prepare documentation and respond to state and federal monitoring and audits.
Supervise a unit of professional staff.
Oversee the work performed by the staff.
Delegate workload responsibilities and assignments to staff.
Provide regular feedback, coaching, and guidance to staff.
Evaluate staff performance and address performance concerns as necessary.
Recommend corrective and/or disciplinary actions to the Section Manager.
Encourage and support staff professional development goals and opportunities.
Work with staff to identify training needs.
Perform all aspects of the hiring process.
Ensure that all agency hiring procedures are followed and requirements are fulfilled in coordination with Human Resources.
Required Qualifications: • Nine years total of professional-level experience in community, trade or economic development with a focus in Dept.
of Housing and Urban Development Continuum of Care program oversight and management (or similar human service programs for people experiencing homelessness, including service delivery or program administration).
OR • Nine years total combination of professional and/or lived experience (see below for definition of lived experience), and post-high school equivalent formal education (including college-level coursework, technical and/or vocational education and/or certification programs).
Combinations could include but are not limited to: Seven years of professional experience AND lived experience, Two years of formal education, AND lived experience AND five years of professional experience, Two years of formal education AND seven years of professional experience, Four years of formal education AND five years of professional experience, Four years of formal education AND lived experience AND three years of professional experience.
*A graduate or advanced degree may substitute for one year of the required professional experience.
Lived experience with housing instability and/or experience navigating and receiving services from public systems such as homeless and housing services systems, foster care, the criminal legal system, or behavioral health system will substitute for two years of professional experience.
What is lived experience? Lived experiences is relevant expertise derived from the accumulated personal life and professional experiences of an individual.
Experience can be gained through life events, volunteer role/capacity, any experience gained outside of professional paid and unpaid experience, academic or a combination of experiences.
The above-listed experience will demonstrate that a candidate possesses the necessary knowledge, skills, abilities, and competencies to successfully qualify for and perform the duties of the position.
Desired Qualifications: Experience interpreting, writing, and applying detailed policies and procedures.
Excellent communication skills including writing and presenting information to diverse audiences.
Established ability to manage multiple, competing priorities and meet deadlines with a high degree of accuracy.
Strong emotional intelligence, adaptive, resilient, and regularly expects and receives feedback.
Demonstrated knowledge of state and federal homeless funding, including specific knowledge about the state's primary homeless crisis response system grants.
Lived experience navigating the homeless crisis response system.
Experience using a racial equity lens in supervision, program design, and contract management.
Committed to continuous quality improvement on homeless housing program access and outcomes for people most impacted by homelessness.
Experience or advanced training in coaching and mentoring staff to encourage strategic thinking, innovation, and leadership.
Knowledge of specific housing and fiscal data systems such as the Department of Commerce Contracts Management System (CMS) and the Homeless Management Information System (HMIS).
Demonstrated knowledge of homeless housing best practices including Housing First principles, low barrier program access, trauma-informed service delivery, and coordinated entry into homeless systems.
Knowledge of how equity issues impact the housing crisis and contribute to disproportionalities in the homeless population.
Proven ability to collaborate and seek out and utilize diverse perspectives in program and policy development.

Work From Anywhere In Washington State This position may be located anywhere within Washington state though occasional travel to a Commerce office building or in-state travel to attend events or meetings may be required.
If selected, you will need to travel to pick up equipment and receive instruction.
Many Commerce employees work remote or have a hybrid schedule.
However, it is anticipated that interviews for this position will be held using virtual videoconferencing.
You will work with your supervisor to identify an appropriate work schedule and balance, including telework and reporting to a duty station for work activities, if needed.

The annual salary range for this position is between $6,227 and $8,377 monthly.
Newly hired employees typically receive a starting salary between the minimum and midpoint of the range; however, we may offer higher salaries based on the candidate's qualifications and internal equity.
Once hired by the state, classified employees (including this position) receive annual salary progression increases (approx.
5% each year) until they reach the top of their salary range.
State employees may also receive annual cost of living adjustment increases (COLA).
COLAs vary and are not guaranteed every year, but if the Legislature approves them, they typically are applied at the beginning of the state fiscal year (July 1).
For example, state employees received a 4% COLA on July 1, 2023, and a 3% COLA on July 1, 2024.
Employees with a King County duty station will receive a 5% King County premium pay in addition to your annual salary.
Department of Commerce also offers a competitive benefits package including: medical and dental insurance benefits, retirement and deferred compensation, 11 paid holidays each year, 14-25 vacation days per year (depending on their length of employment), 8 hours of sick leave (if full time employed), bereavement leave, an employee assistance program, and as well as other benefits.
