About the role The Accommodation, Carpool and Library Services (ACLS) team delivers property, carpool and library services to clients across the Victorian Government, including Victorian Government departments and a range of agencies. Reporting to the Senior Manager, Contracts and Procurement, the Contract Manager (Security Services) will be responsible for providing procurement and contract management oversight and support to ACLS's Office Building Security function. ACLS's Office Building Security function is responsible for managing the security operational demands of the Victorian Government Departments. About you To be considered for the role, you must be able to demonstrate: Demonstrated experience in procurement and master supplier contract management, including proven ability to interpret and provide advice to colleagues based on an understanding of complex contract documents and legislative requirements. Demonstrated ability to influence and resolve commercial issues through negotiations with multiple stakeholders, in order to achieve improved outcomes. Experience in successfully driving supplier performance, ideally in an operations delivery environment or security function. Experience in the implementation of contract management frameworks. Demonstrated ability to engage, advise and negotiate with stakeholders, to lead meetings and make recommendations within procurement and contract management frameworks. Mandatory requirements Tertiary qualifications in a related discipline, and/or significant experience in a similar role will be highly regarded. Experience in property (including Real Estate, Facilities Management, and projects) contract management or in shared service provision or government would be an advantage. Key accountabilities Provide oversight, governance and support to the ACLS's Security team on management of the existing security services Purchase Order Contracts (POCs) which are governed by the State Purchase Contract (SPC) for Security Services. Provide quality advice to ACLS staff regarding the operational and commercial aspects of the current contracting arrangements, exercising judgement in contributing to the identification and implementation of solutions to complex problems or issues. Lead the Security function uplift program, focusing on improving the function's delivery processes, undertaking POC administration and governance, advisory, negotiations and management activities to ensure sound governance, smooth business processes and maximise value to the State. Manage the procurement process for the future retendering of security services under the State Purchase Contract (SPC), including drafting tender documents, seeking input from internal and external stakeholders to inform the process, and liaising closely with the DGS Government Procurement team. Lead and coordinate the procurement and maintenance of out-of-scope security service items including x-ray machines and managing related issues including licensing and warranties.
