Reference: 6064 Suburban Rail Loop (SRL) is an integrated transport infrastructure and precincts planning project that will deliver a 90km rail line linking every major train service from the Frankston Line to the Werribee Line via Melbourne Airport, as well as investment in the suburbs, better connecting Victorians to jobs, retail, education, health services and each other. Suburban Rail Loop Authority (SRLA) is the statutory body established to plan all elements of the project, procure builders, develop structure planning for SRL Precincts and oversee construction and the other changes that will help transform Melbourne and Victoria. We are seeking an experienced and motivated Cost Manager to play a crucial role in delivering one of Australia's most significant infrastructure projects. Join us to support the Suburban Rail Loop project in ensuring financial efficiency, transparency, and effective cost management across all work programs within scope and budget. Reporting to the Cost Planning Manager, your key accountabilities will include: Supporting the Suburban Rail Loop project to ensure delivery within specified scope and budget, relating to the management of cost planning and cost control involving budget allocation, core forecasting, cashflow forecasting, cost review, variance analysis and cost reporting across the work programs. Managing the Cost Planning and Cost Control functions across the delivery teams and ensuring integration with Planning and Scheduling, Financial Accounting and Commercial functions. Ensuring accurate and timely reporting is provided by the delivery teams and consolidating into wider SRLA program reports, advising senior management on matters arising, and recommending improvements and mitigating actions. Providing leadership and support to the delivery teams to ensure Cost Control systems and procedures are implemented in accordance with established procedures across the packages. Cost risk analysis, cost forecasts, cashflow forecasts and reports are prepared and documented appropriately, and checked, reviewed and validated in accordance with government requirements. Detailed reviews of tender pricing schedules, cost risks, contractor forecasts, payment claims and variation claims are undertaken, and suitable recommendations are made. Vigilant project monitoring, analysis and change control is applied throughout the project using best practice techniques. Interfacing and managing relationships with other delivery team members and departments within SRLA, consultants, advisors, delivery partners, contractors and wider government participants through clear communication to promote the effective cost management of the program. This is a permanent, full-time role. You will work in a hybrid work model with access to a range of flexible working arrangements. Key Qualifications A strong leader who is able to lead multidisciplinary teams. Proven achievement and extensive experience in cost planning and/or cost control related senior management roles within large civil infrastructure projects. Highly developed interpersonal and communications skills to build and manage effective relationships and to discuss a broad range of challenging issues with all organisational levels. Highly astute analytical capability to understand and resolve complex and technical issues and provide clear, authoritative and effective advice to senior decision makers.
