Job Description Location: Melbourne | CBD Job type: Full time / Three year executive contract Organisation: Department of Health Salary: $225,000 - $290,600 Occupation: Executive Management Reference: VG/DH/SP/739817 The Department of Health plays a critical role in the Victorian health system and is responsible for shaping it to meet the health needs of all Victorians.

About the role: The Director, Evaluation & Insights (E&I) (Unit 1) leads the provision of evaluation services to both the Department of Health and Department of Families, Fairness and Housing.
E&I supports evidence-informed decision making and builds a strong evidence base and evidence culture in the departments.
It supports all stages of the monitoring and evaluation cycle for programs and initiatives, including evaluation delivery, advisory support, capacity building and knowledge translation.
It also supports the Department of Health's Human Research Ethics Committee.
You will be an outcomes-focused leader, with substantial experience and advanced capabilities in evaluation, critical thinking and quantitative analytics.
You will possess strong executive capabilities in the leadership of specialised teams; oversight of major and complicated projects; and the building of relationships and partnerships.
You will also lead practice improvement for the Unit including pipeline and resource management, establishing and maintaining service level agreements with partners and managing the overall performance of the unit against KPIs.
How you'll make a difference: Engage and partner with senior executives, teams and broader stakeholders to identify and deliver unit priorities.
Lead and develop a highly skilled and passionate team of evaluators and researchers.
Oversee the management and delivery of a large and complicated portfolio of evaluations, advice, ethics applications, and capacity building.
Lead the unit's transition to become the Departments' primary evaluation provider, and more generally changes that ensure its continued impact and sustainability.
Work with independence to develop and apply robust and influential approaches to research, evaluation and generating and sharing evidence.
Establish and lead effective governance mechanisms for the delivery of evaluations.
Ensure the use of robust evaluation techniques to give insights on programs and services in highly complex and sensitive situations, managing ethical, methodological, privacy and other issues that arise.
Lead and champion the robust, practical and innovative use of evaluations and evaluative methods.
Continually build the capability of the departments to understand and use evaluative and research techniques – and evidence more broadly – effectively.
Build and apply deep knowledge of health and social service systems, major departmental programs, client outcomes, reform opportunities and evaluative techniques.
Operate across multiple departments, service systems and reform directions to frame influential work plans and advice.
Establish and oversee effective and efficient arrangements in the unit for cost recovery, budgeting, procurement, contracts and expenditure.
Share in branch and division leadership and corporate responsibilities and contribute actively to its effective and efficient operations.
Actively model the departments' vision and values, demonstrating collaborative relationships, appropriate and effective governance, responsive leadership and accountability, community focus, and developing our workforce.
Suitable applicants will be able to demonstrate: Qualifications in evaluation or relevant disciplines are essential Substantial experience in the conduct and management of complicated evaluations, reviews and/or research.
