About the role: The Executive Director, Health Service Financial Performance and Capability is responsible for ensuring that health services operate within their financial means, delivering strong financial performance and driving improvements in financial sector-wide capability. Reporting to the Deputy CEO, this role leads the monitoring and analysis of monthly financials, ensuring cost-saving targets are met and addressing any shortfalls with decisive action. The Executive Director will work closely with CEOs, CFOs, and key health service leaders, providing high-quality financial advice and holding them accountable for their financial performance. The role works closely with senior leaders, ensuring transparency, and intervening where necessary to ensure health services budgets are optimised. With a deep understanding of the health sector, the Executive Director will ensure that all revenue opportunities are maximised and that financial risks are managed effectively. The Executive Director is also responsible for the uplift in sector capability, developing strategies to improve financial management and advice across the health system. This role will oversee capability-building initiatives, ensuring the department and the sector has the tools, frameworks, and guidance needed to enhance financial performance and resilience in the sector. How you'll make a difference: Provide high-quality financial advice to health service CEOs, CFOs, and other key stakeholders, holding them accountable for financial performance including challenging and influencing senior leaders to ensure fiscal responsibility and transparency. Identify, assess, and manage financial risks across the health services sector to ensure sustainability. Engage with the Department of Health, on developing future budget and policy proposals in relation to the operation and performance of Victoria's health system. Identify and leverage all available revenue opportunities to enhance financial sustainability across health services. Effectively represent the department's interests in high-level discussions and negotiations on department-wide project initiatives. Develop and implement strategies to uplift financial management and capability across the health sector. Establish accurate and timely reporting to government on the financial performance of health services. Intervene decisively where necessary to enforce fiscal discipline and ensure health services remain financially viable. Provide strong leadership and effective oversight to ensure that activities are strategically coordinated. Make operational and strategic decisions based on cumulative knowledge and extensive expertise. Actively model the department's vision and values, demonstrating collaborative relationships and accountability. Suitable applicants will be able to demonstrate: An appropriate tertiary qualification in accounting. Demonstrated ability to drive the uplift in financial capability through utilising influence and coordination. A deep understanding of both the health sector and financial processes. Has led or made a significant contribution to major change initiatives within a large organisation.
