About the Anti Dumping Commission We are Australia's international trade remedies authority – the Anti-Dumping Commission.
Commission staff investigate alleged unfair trade practices involving goods entered Australia.
These investigations seek to deliver a level playing field for industry.
We are responsible for administering Australia's anti-dumping legislation.
About the branch The Commission's Strategy and Legal Branch is responsible for providing critical advisory and strategic support to the Commission, to enable the efficient and effective conduct of investigations case work.
The Branch currently delivers: Domestic and international stakeholder engagement Data management and analysis Governance and performance reporting Advisory support to Australian businesses Practice improvement design and implementation Specialist recruitment, training and development Corporate and business services, and Legal advice and dispute settlement representation.

About the team Legal Counsels are part of the Legal and Regulatory Affairs Section, a small group of lawyers with expertise in administrative and trade remedies law.
The team provides high-quality, client-focused legal services to investigations teams and the policy team.
They prioritise workflows to meet legislative deadlines and collaborate across the Commission.
They work closely with the Department of Industry, Science and Resources, external legal providers, and the Department of Foreign Affairs and Trade.
They manage the Commission's role in merits review proceedings by the Anti-Dumping Review Panel and are involved in judicial review proceedings.

Our ideal candidate As a motivated and skilled legal professional, you will have: Experience providing client-focused legal advice in a regulatory environment.
The ability to identify legal risk and develop legally compliant options for managing those risks consistently with the Commission's strategic objectives.
Well-developed planning and organisational skills to deliver quality legal advice working to legislative timeframes.
Strong understanding of administrative law and statutory interpretation principles.
Well-developed collaboration and presentation skills, including the ability to negotiate, liaise and influence colleagues and stakeholders.
High standards of professional and personal integrity.
The ability to quickly learn and apply Australia's anti-dumping legislation (Part XVB of the Customs Act 1901 (Cth)) The ability to learn Australia's obligations under the World Trade Organization (WTO) Anti-Dumping Agreement and the Agreement on Subsidies and Countervailing Measures.
The key duties of the position include: This role's key duties include: Providing client-focused legal services to investigators from non-legal backgrounds.
Providing effective legal advice verbally and in writing.
Actively building a positive, productive and collaborative team environment, which provides a valued legal support function.
Monitoring developments in the Federal Court and WTO, and informing the Commission of consequences for legislation, policy and practice.
Providing input to submissions to merits and judicial reviews and instructing external legal providers.
Providing input to develop legislation and policy.
Identifying opportunities for continuous business improvement, aligned to the Commission's strategic direction.
Eligibility Tertiary qualifications in the field of law and admission (or eligibility for admission) as an Australian Lawyer in an Australian State or Territory are essential.
To be eligible for employment in the APS and the department, candidates must be Australian Citizens.
Positions require a Baseline security clearance and successful candidates will be required to obtain and maintain a clearance at this level.
Notes The Anti-Dumping Commission is primarily based in Melbourne.
A small number of staff are based in the Department's Canberra office and remote work from the Canberra office will be considered for the right candidate.
A merit pool may be established and used to fill future vacancies within 18 months from the date the vacancy was first advertised in the Gazette.
The department does currently offer flexible work opportunities for many roles.
This vacancy is Melbourne based, although flexible or remote work arrangements may be considered.
