About the Role The Senior Procurement & Contract Management Business Partner is responsible and accountable for providing timely and accurate advice and assistance to staff on procurement, tendering, contract managing procedures and effectively oversee contract activities to ensure compliance and effective risk mitigation.
Enhance contract processes by effectively collaborating with stakeholders, utilize analytical skills to identify and mitigate risks, and develop contract management intelligence to drive continuous improvements, which informs strategic decision-making and optimal outcomes in the field of contract management.
In this capacity, deliver specialized advice to key stakeholders, actively contribute to the establishment and maintenance of a Council Contract Management System (CMS), and efficiently support procurement activities to ensure compliance and effective risk mitigation.
Provide direction and specialist advice on a range of contractual issues related to the acquisition of goods and services across Business Units as allocated directed from time to time by the Coordinator Procurement & Contracting.
This position reports directly to the Coordinator Procurement & Contracting and will lead the Procurement & Contracts Unit in a senior capacity to the coordinator, with responsibilities for procurement policies, procedures, expertise in contract management and ensuring Council meets all its statutory obligations in respect to procurement.
Skills & Experience Understanding & knowledge of the public sector / local government procurement policy and practices.
Experience in Local Government highly regarded.
Well-developed commercial / business acumen Experience in a procurement and contracting environment.
Experience in continually improving using and administering systems and software packages including Microsoft products, report writing tools, financial and procurement related systems.
Capability to provide training and present to groups of staff.
Understanding of organisational issues/challenges relating to contract management.
Analytical and investigative skills to promote the principles of risk management as applied to contract management, identify and mitigate risk.
Support effective governance controls to monitor performance against contracted deliverables and outcomes.
