Organisation: Department of Energy, Environment and Climate Action Occupation: Projects Reference: VG/50939279 A/ Job posted: 24/09/2024 Closes: 08/10/2024 Classification: VPSG5 Job duration: For 2 Years Salary Range: $109,730 - $132,764 The Senior Project Officer, Proposals and Commercial is involved in workstream activities to provide advice and deliver government priority business case evaluation, techno-commercial studies and work programs with an emphasis on enabling emerging pre-commercial energy technologies and overseeing how DEECA Energy tracks energy projects it supports.
The Senior Project Officer is required to ensure project management functions and processes are completed within required timeframes and to a high standard.
This role contributes to strategic business planning, implementation and delivery of new programs and projects, manages cross-functional delivery of programs, the tracking of a pipeline of project proposals and in review and managing sensitive and complex commercial and delivery issues including DEECA Secretariat, coordination and review of Whole of Victorian Government Investment Committee Agenda papers in a timely and efficient manner.
Accountabilities Lead and contribute to detailed technical, commercial and market analysis of energy sector proposals and technologies including preparation of briefings and reports to senior executives and other stakeholders.
Responsible for oversight and continued development of the energy project proposal and pipeline tracking, working across the Energy Group to ensure up-to-date information is being captured and enable the easy and accurate dissemination of project intelligence for use in updates to the Minister and Senior Executives.
Work with other workstream leads including policy, energy engagement and facilitation, renewable energy activation and development, major energy projects and external stakeholders respectively.
Develop project plans to manage, monitor, report on and deliver on evolving organisational priorities and facilitate implementation to ensure projects are delivered on time and on budget.
Lead, support, manage and report on Proposals and Commercial branch activities and provide timely and accurate advice to support the Manager and Project Director as required.
Undertake analysis to provide advice or influence policy and strategy development in other parts of the department and government on initiatives that may affect relevant industry sectors.
Specialist/Technical Expertise/Qualifications Knowledge of the energy sector is mandatory, with experience in techno/commercial evaluation and emerging energy technologies being highly desirable.
Familiarity with Government processes and operations and systems including procurement, program and grants management processes and preparation of briefing materials is desirable.
An appropriate tertiary qualification/s with a technical/commercial focus is desirable.
Expertise in energy, engineering, accounting and/or finance with a commercial focus is desirable.
Understanding of the technical and policy opportunities for renewable energy in Victoria and Australia, and related energy policy and the energy market knowledge is desirable.
This is a fixed term position available for a period of 2 years.
The work location for this position is 8 Nicholson Street, East Melbourne with hybrid work arrangements available.
