Are you passionate about making a difference in social and health services? The WA Cares Fund is seeking a dedicated Social and Health Program Consultant 4 to play a crucial role in supporting and training our staff while enhancing service delivery for our clients.
Come join the WA Cares Fund within the Aging and Long-Term Support Administration (ALTSA) team to help develop the first-in-the-nation social insurance program and be part of the latest example of why Washington State is a national leader in long-term care policy insurance coverage for all working Washingtonians.
Our team is responsible for designing and implementing the program and helping Washingtonians understand this new benefit.
Your experience will help and support the Department of Social and Health Service's mission to Transform Lives.
As a Social and Health Program Consultant for the WA Cares Fund, you will support and train staff, and provide consultation, interpretation, training, and technology assistance to all supervisors and staff.
You will act as a liaison between local, regional, and headquarters staff, and/or cross-agency partners, and represent the region on statewide committees providing consultation, training, planning and coordination, and policy input.
You will need to dedicate significant time to development to ensure compliance with department expectations, quality assurance, and policies related to the implementation and ongoing management of the WA Cares Fund.
Additionally, you will work with community providers and advocates to educate and improve access to service delivery for clients.
This opportunity will be flexible hybrid remote work anywhere from Washington, may have to travel occasionally based on business needs and the official duty station is in Lacey, WA.
Some of what you'll do: Coordinate and provide regular training and consultation to staff at all levels to ensure compliance with program requirements and policies, procedures, etc.
Create and update procedures for the benefits and customer care team, ensuring clarity and ease of understanding.
Provide training and technical support to new and existing staff, supervisors, and managers on tools such as Benefit Application Management System (BAMS), Customer Relationship Management Tool (CRM), the Assessment tool, Provider One, and Knowledge and Policy manuals.
Work with leadership and tech liaisons to simplify technical information for staff.
Develop and maintain WA Cares Fund procedures and training materials, updating as needed.
Update training plans for new staff and monitor their progress through group and one-on-one sessions.
Regularly review case records to ensure accuracy in assessments and documentation.
Share updates on policies, procedures, and program changes with staff.
Compile data and generate reports as requested by supervisors or administrators using various tools.
Develop and maintain performance tracking and quality assurance tools as needed.
Conduct quality assurance reviews to identify deficiencies and address training needs.
Coordinate and collaborate with WA Cares, Area Agencies on Aging, contractors, and other community agencies to ensure consistent implementation of policies and procedures.
Attend agency meetings, promote outreach, and travel as necessary.

Analyze and resolve complex issues related to the WA Cares Fund.
Work cooperatively and professionally with the public and colleagues.
Understand and analyze legal documents.
Make independent decisions and critically analyze complex materials.
Use critical thinking and problem-solving skills.
Maintain a proactive attitude and a process improvement mindset to adapt procedures in benefits and customer care.
Who should apply: One year of experience as a Social and Health Program Consultant 3 or equivalent, OR Two years of experience as a Social and Health Program Consultant 2 or equivalent, OR A master's degree in social work, a health or social science, public administration or a related field; AND Four years of professional experience in planning, administering, developing, or delivering social, financial, health, or chemical dependency treatment services programs, OR A bachelor's degree in social work, a health or social science, public administration or a related field; AND Five years of professional experience in planning, administering, developing, or delivering social, financial, health, or chemical dependency treatment services programs, OR A combination of professional/practical hands-on experience of nine to ten years, in planning, administering, developing, or delivering social, financial, health, or chemical dependency treatment services programs.
Note: A degree in Social Work must be from an educational program accredited by the Council on Social Work Education.
