The Financial Services Division (FSD) provides professional accounting, budget, contracting, and internal control services that support Commerce's financial health and compliance objectives and ensures financial compliance with state and federal regulations and accurate financial reports for the Annual Comprehensive Financial Report (ACFR).
Reporting to the Program Accounting Supervisor, this Federal Fiscal Analyst provides professional journey level financial review and analysis of fiscal data in accordance with Generally Accepted Accounting Principles (GAAP), OFM Regulations including the State Administrative and Accounting Manual (SAAM), contract and grant terms and conditions, federal regulations ensuring compliance with Chapter 2 Part 200 of the Code of Federal Regulations (CFR), and agency fiscal policies and/or procedures.
This position manages state and federal grants for assigned Commerce programs.
These activities include grant management, ensuring the agency meets federal financial reporting requirements, preparing and/or completing federal funding reimbursement requests, and providing expertise and customer service to Commerce programs, employees and other governmental agencies and customers.
Duties: Serves as a principal assistant specializing in Federal Grant accounting, management and reporting.
Provides professional journey level financial review and analysis of fiscal data, specializing in Federal Grant Management for the agency.
Establishes, integrates, analyzes and maintains accounting sub systems (subsidiary records) and methods.
Reconciles or reviews the reconciliation of contracts, grants and loans to AFRS General Ledger Accounts monthly.
Maintains tracking systems and records, corrects discrepancies and resolves differences.
Ensures that exceptions and un-balanced items are cleared on an on-going basis and appropriate regulations are followed.
Initiates and develops fiscal and federal management reports as required for effective accounting and management practice.
These include both reports that are required for federal grantor agencies and required internally to manage state and federal appropriations.
Prepares and monitors federal and local expenditures and revenue.
Assists in reviewing federal grant agreements, request for draws, advance payments, federal receivables and quarterly federal reports.
Ensures that federal draws are done accurately and timely to support the general fund.
Assists in tracking and monitoring the preparation of State and Federal reports.
Initiates assigned financial status reports and federal cash transaction reports as required according to specific federal grant terms and regulations -- both State and Federal.
Tracks, monitors, evaluates, analyzes and resolves issues with overall assigned program allotment balances, fund cash balances, revenue and expenditure analysis and reconciliation.
Reviews, analyzes, verifies and corrects the accounting data into the Agency Financial Reporting System (AFRS).
Analyzes grants, loans and contracts to ensure compliance with terms and conditions stated in these agreements, noting special billing requirements, special budget/expenditure tracking, and ensures contracts comply with standard accounting procedures.
Performs fiscal contract and grant payable and receivable duties relating to payments due to contractors.
This includes, reviewing, verifying and approving payments on grants to ensure accuracy per the federal program.
Provides information and support for federal single audit.
Complete federal reconciliations on a monthly basis.
Complete corrections as needed.
Prepare and initiate federal wires through the State Treasurer's Office.
Act as agency Federal system administrator creating new accounts for program and fiscal staff working with federal grants, assigning security roles, and removing access as necessary.
Provides fiscal technical support and training to co-workers, and program staff on fiscal related activity and financial reporting systems.
Maintains current knowledge and understanding of the Office of Management and Budget (OMB) Uniform Guidance on Administrative Requirements, Cost Principles and Audit Requirements for Federal Awards.
Manage the agency Chart of Accounts (COA) entering new coding in the Accounting Financial Reporting System (AFRS) and the agency Codeman system ensuring accuracy across the two programs.
Review new coding requests from budget analysts, verify structure accuracy aligns with the agency Chart of Accounts Manual.
Review federal coding requests and analyze the federal grant ensuring the start and end dates align with the grant budget period, ensure the federal award is entered in the Contract Management System (CMS) with accurate coding and grant requirements, ensure proper appropriation index per federal funding source, verify appropriate Assistance Listing Number (ALN) is entered in the COA and listed within CMS.
Verify expenditure authority index and fund coding are entered accurately in AFRS and Codeman based on the Enterprise Reporting Expenditure Authority Schedule report.
Update the COA throughout the year per budget requests.
Close Federal coding upon grant closeouts or fully spent awards to prevent over-spending or unallowable costs outside of grant budget periods.
Act as the backup to other Federal Fiscal Analysts.
Assist in process improvement workgroups analysis, evaluation and recommendation for change.
Participates in the AFRS table maintenance.
Assists with the development and analysis of financial and accounting systems, accounting procedures, tool development, and any Lean activities to help streamline Commerce, save resources and assist the public more efficiently.

Required Qualifications A combination of education and/or relevant experience, equal to seven (7) years of professional financial experience which includes experience with Generally Accepted Accounting Principles (GAAP).
Education (18 quarter or twelve semester college credits in accounting, finance, auditing or budgeting from an accredited institution.
Intermediate skill level in Microsoft Excel and Word.
One year professional experience working with federal awards.
Knowledge of Chapter 2 Part 200 of the Code of Federal Regulations.

Desired Qualifications A bachelor's degree from an accredited institution which includes 18 quarter or 12 semester hours in accounting, auditing or budgeting.
Two years of experience with governmental accounting and Washington state financial systems (e.g.
Agency Financial Reporting System (AFRS), Financial Toolbox, and Enterprise Reporting).
Experience using State and federal policies and laws including the State Administrative and Accounting Manual (SAAM).
Knowledge of accounting theories and practices, such as internal controls, separation of duties, and cash handling.
Demonstrated knowledge of Federal programs and grants.
Experience reconciling general ledgers to subsidiary accounts and preparing corrections.
Create and populate financial transactions using the Agency Financial Reporting System (AFRS) Financial Toolbox.
Intermediate skill level in the Microsoft Office suite of products including Excel, Word, and Outlook.

Work from Anywhere in Washington State This position may be located anywhere within Washington State though occasional travel to a Commerce office building or in-state travel to attend events or meetings may be required.
